China orders clearer emergency-release labels for 2.98 million Teslas
The recall adds a label and an over-the-air strategy to lower windows after a crash. The physical release mechanism stays in place.

On August 21, China's State Administration for Market Regulation announced a recall of 2,975,910 Tesla vehicles because the interior mechanical emergency release can be difficult to find and operate. The remedy begins on September 25 and combines a warning label with an over-the-air change to the window controls.¹
The exterior handles, interior control, and physical release mechanism remain in place. The campaign makes the manual exit easier to recognize and adds a software strategy intended to lower the window after a crash. The notice does not say what triggers that command, how far the glass will descend, or which collisions it covers.¹
The regulator describes an extreme sequence: a serious crash disables the low-voltage system, the electric door button stops working, and the occupant has to locate the mechanical release. Because its color resembles the surrounding trim, identification may take longer and delay both escape and rescue from outside the car.¹ The recall population is the number of covered vehicles, not a count of failures.
Five production groups make up the total
Recall filings S2026M0098V and S2026M0099V cover five groups defined by origin, model, and production date:¹
- 973,156 China-built Model 3s, produced from March 4, 2019 through April 29, 2026;
- 1,956,713 China-built Model Ys, from November 16, 2020 through April 30, 2026;
- 35,590 imported Model 3s, from August 22, 2018 through November 20, 2019;
- 8,328 imported Model Xs, from October 27, 2022 through February 13, 2026;
- 2,123 imported Model Ss, from January 18, 2023 through February 10, 2026.
Cars that already carry the label will not receive another one. SAMR says Tesla will also notify owners through its mobile app, text messages, and email. The filing does not describe how each physical label will reach its vehicle, so it does not support the claim that nearly 3 million cars will have to visit a service center.¹
The same notice includes S2026M0039I, a recall of 2,740,642 China-built Model 3 and Model Y vehicles over driver-attention monitoring. That campaign has its own defect, population, and remedy. Its figure is not part of the 2,975,910-vehicle door-release total.¹
The electric button depends on a manual exit
In the Model 3 and Model Y documentation Tesla supplies for China, an occupant normally opens the door by pressing a button on the interior pull. The front mechanical lever sits ahead of the window switches and provides a fallback when low-voltage power is unavailable.² ³
The rear-door route varies. The China Model 3 manual for 2017–2023 says only the front doors have a manual release.² In the 2020–2024 Model Y, the front uses the lever, while a rear door, if equipped, requires removing the storage-pocket mat, opening an access cover, and pulling a cable. Tesla's manual says some Model Ys do not have that rear release.³
A current US Model Y manual shows a different rear arrangement, reached through a slot at the bottom of the storage pocket.⁴ The variation means a location found in one generation or market should not be treated as universal guidance for every vehicle in the Chinese recall.
The manuals also warn that frameless glass does not automatically lower when the manual release is used without power. Opening the door in that condition can damage the glass or trim.² ³ ⁴ China's update adds a post-crash window-lowering strategy, but SAMR did not say that the manual's glass warning drove that choice. Nor did it publish the function's trigger, response time, or effectiveness test.¹
The 2027 standard covers inside and outside access
The recall addresses recognition of an interior control in an existing fleet. Mandatory standard GB 48001-2026 establishes broader requirements for new vehicles: China published it on January 28, 2026, with an effective date of January 1, 2027.⁵
According to the Ministry of Industry and Information Technology's explanation, each door must retain mechanical means of opening from inside and outside. Exterior access requires a hand space of at least 60 × 25 × 20 millimeters. Testing also covers loss of electrical power and performance in crashes, fires, and cold conditions. New models enter the regime in 2027; production of existing models has a transition period through January 1, 2029.⁶
Different designs may satisfy those criteria. A flush handle alone does not determine compliance. The standard also does not turn the current campaign into a preventive exterior-handle replacement: the published remedy for covered Teslas remains a label plus window software.¹ ⁶
US cases separate interior labeling from exterior access
In July, the National Highway Traffic Safety Administration denied a petition seeking a defect investigation into the 2022 Model 3's mechanical emergency exit. US standard FMVSS 206 contains no location or labeling requirement for that control. As of March 13, 2026, the agency had found one complaint, tied to the same VIN as the petition, in a population of 179,031 cars.⁷
The decision acknowledged the potential risk of a release that is hidden or difficult to operate, while finding too little data to justify a defect investigation. NHTSA said it was already considering egress requirements through a rulemaking process. The denial therefore was not a finding that the design is safe or that the subject has no regulatory future.⁷
A separate US investigation, PE25010, examines an exterior issue. Opened in September 2025, it covers an estimated 174,290 model-year 2021 Model Ys after nine reports that electronic exterior handles became inoperative because of low voltage and prevented reentry. Its opening resume records no crashes, fires, or injuries.⁸ That outside-access problem has a different mechanism and use case from the interior exit addressed by the Chinese recall.
Owners focus on recognition and model variation
In discussion of the announcement, owners and readers disagreed about the remedy's scope. One recurring theme was the difference between adding a label and software and replacing hardware. Another was confusion between an interior emergency exit and the flush exterior handle.¹¹
Comments also raised passenger and child familiarity with an emergency control that is rarely used. Model Y owners concentrated on rear-release access and differences among versions.¹² Those experiences show where uncertainty arises, while the manual for the correct market and generation remains the authority on the control's location.² ³ ⁴
